Ningdong is China's flagship coal-to-chemicals industrial base and the showcase project for the strategic shift from oil-based to coal-based petrochemicals that defined Chinese energy policy from the mid-2000s. China Energy Investment (the merged Shenhua plus Guodian state-owned enterprise) operates the world's largest single-site coal-to-liquids plant here at 4 Mt/yr CTL capacity (direct coal-liquefaction route, distinct from Sasol's Fischer-Tropsch indirect-liquefaction at South Africa Secunda). The integrated coal-to-methanol-to-olefins (MTO) complex consumes domestic Ningxia coal at the mine mouth, converts to methanol (HS 290511), then to olefins via the DMTO process licensed from the Dalian Institute of Chemical Physics, and finally to polyethylene and polypropylene polymer. The economic logic of coal-to-chemicals is fundamentally sensitive to oil-coal price ratios: Ningdong runs profitably when crude oil sits above USD 70 per barrel and Chinese thermal coal sits below RMB 600 per tonne; below those thresholds, the high capex and water consumption become marginal. Two operator-distinct points. First, water consumption is the key environmental constraint; Ningdong sits on the relatively water-rich east-Yellow-River basin but coal-to-chemicals processes consume 5 to 8 t water per t product, driving regulatory tightening. Second, the distance from coastal export markets and the rail-only outbound logistics make Ningdong-sourced products best-suited for inland Chinese consumption rather than export.
