Huizhou Daya Bay is the dominant integrated petrochemical park in Guangdong and the southeast-coast equivalent of Quanzhou (HS / Fujian). The CNOOC-Shell Petrochemical Company (CSPC, 50:50 joint venture) anchors the park with its 1.2 Mt/yr ethylene-cracker complex and downstream polyethylene, polypropylene, monoethylene-glycol (MEG, HS 290531), propylene-oxide (HS 291020), and ethylene-dichloride chains; the CSPC announcement in 2002 was the largest single foreign-investment chemical project in China at the time. CNOOC Huizhou Refinery (22 Mt/yr crude capacity) supplies the upstream petrochemical-feedstock streams and produces fuels, aromatics, and base oils for the integrated complex. The geographic advantage of the park is access to the Pearl River Delta export markets (Hong Kong / Macau / Guangdong consumer-electronics and packaging supply chains) plus deep-water port capability for 300,000 DWT VLCC crude imports and outbound chemical-tanker parcels to Southeast Asia, Australia, and the Americas. The Greater Bay Area Free Trade Zone treatment and ASEAN-China FTA preferential rates make Huizhou Daya Bay structurally competitive versus Sinopec / CNPC northern Chinese supply origins for southern-bound exports. Watch the Daya Bay nuclear power station policy: the petrochemical park is downwind of the nuclear plant, and the post-Fukushima safety-zone widening has affected park boundary planning.
