Yibin Chemical Industrial Park is the southwestern-China hub for acetic acid (HS 291521) and acetic anhydride (HS 291524) chemistry, where Yibin Tianyuan Group operates the largest acetic anhydride capacity in southwestern China. The integrated chain runs from local Sichuan-basin coal through methanol to acetic acid via the BP-licensed Cativa process (rhodium-iodide catalysis with low-pressure carbonylation), then onward to acetic anhydride via the ketene-acetic-acid route. Yibin's position at the confluence of the Min River and Yangtze gives it the regional chemistry-distribution advantage: the city has been a chemical-industry centre since the 1950s (the historical "Five Grain Liquid" Wuliangye baijiu economy generated the chemistry side-stream demand for acetic-acid esters), and the modern Sinopec Vinylon Works at Yibin (one of two major Chinese PVA / vinyl-acetate facilities, alongside Sinopec Sichuan Vinylon at Chongqing) supplies polyvinyl alcohol to textile and adhesive customers across China. Two operator-distinct points. First, the acetic anhydride DEA Schedule II List I scheduling applies (heroin precursor, same regulation as KMnO4 at HS 284161), and Yibin-sourced material requires DEA documentation for US export. Second, the Yangtze barge intermodal route to Shanghai is the export pathway; cold-season low-water constraints apply.
