Merchandise processing fee and harbor maintenance fee

Brokers put these two fees on the same quote as the duty. This page prices only the fees.

On a formal entry, the merchandise processing fee is 0.3464 percent of the entered value, at least $33.58 and at most $651.50, for fiscal year 2026. CBP Decision 25-10 says those limits apply from 1 October 2025 and that the 0.3464 percent rate did not change. A manual entry or release adds $4.03 only if you tick that box.

The harbor maintenance fee is 0.125 percent of the cargo value when the cargo is loaded or unloaded from a commercial vessel. It stays off until you tick ocean. The CBP table states no minimum and no maximum for that fee.

On $10,000.00, this schedule is a merchandise processing fee of $34.64. With ocean ticked, the harbor maintenance fee is $12.50. That is not duty, and it is not Section 301. The base rate, when a file stores one, is on the China duty list. Both on one report, still without a Section 301 percent, are on the China entry quote.

What this will not decide

The CBP user fee table, last modified 22 January 2026, publishes the formal-entry line used here. It does not say your entry owes the fee. Some entry types and some trade programs are not charged the merchandise processing fee. That exemption list is not stored here. Informal entries are priced at other amounts on the same table, and this page does not use those amounts.

Figures are rounded to the nearest cent. The entry summary is the amount CBP assesses.

Sources: CBP Decision 25-10, the CBP user fee table, and the 26 November 2025 harbor maintenance fee notice. The duty stack for goods made in China is on import duty from China to the United States.

The harbor fraction stored for the math is 125/100000, which is 0.125 percent. The merchandise processing fee fraction is 3464/1000000, which is 0.3464 percent, then held between $33.58 and $651.50.

Frequently asked

Does this include duty or Section 301?

No. The merchandise processing fee and the harbor maintenance fee are user fees, not the duty rate. Section 301 is not on this page. The base chemical rate, when the file stores one, is on the China duty list.

Which fee schedule is this?

Formal entries for fiscal year 2026. CBP Decision 25-10 sets the merchandise processing fee minimum at $33.58 and the maximum at $651.50 from 1 October 2025, and says the 0.3464 percent rate did not change. The CBP user fee table states the same line and a $4.03 surcharge for a manual entry or release. Informal entries use a different fee, and this page does not price them.

When does the harbor maintenance fee apply?

The 26 November 2025 CBP notice says commercial cargo loaded or unloaded from a commercial vessel is subject to a port use fee of 0.125 percent of its value. Leave the ocean box unticked and this page does not add that fee. It does not decide whether your port is a designated port.

Why can I only run one value?

One entered value is free, so you can see the schedule before you pay. Paid plans start at USD 59 a month and run up to 50 values in one paste, then let you copy the report.
