Check your HTS codes against the Section 301 exclusions ending 9 November 2026
The 178 China tariff exclusions still in force end on 9 November 2026.
A buyer who costed a December arrival with the exclusion in place will pay the extra Section 301 duty on entry, and that bill lands on the importer rather than the supplier. For goods on List 3 the stored heading text reads the duty provided in the applicable subheading plus 25%, which the original quote never showed.
Paste one code per line and this page shows which exclusions name that code, the exact product text each one covers, and the rate text stored for its heading. Of the 178 exclusions, 22 sit in chapters 28 to 39, and they are listed in full below.
Use the 10 digit statistical number from your entry or your broker's classification, because each exclusion is written against a statistical reporting number and a product description. An 8 or 6 digit code also works and returns every exclusion that sits under it.

Paste up to 50 codes and copy one report to send to your broker before the 9 November date. The same plan runs the China duty list and the anti dumping lists.

These are the chemical and plastics exclusions among the 178, printed as the note words them. Some list only a statistical number because the note gives no product text for that line.

What a result means, with one worked case
A hit means an exclusion in note 20(vvv) or 20(www) names your code, and your goods are excluded only when they match its product text as well. Other goods share the same statistical number, so a catalyst importer on 3815.19.0000 is covered only for the catalyst types the note describes.
Take a buyer who books sodium metal from China on 2805.11.0000 for a December arrival and prices it with the exclusion still in place. The exclusion text covers sodium metal in bulk solid form, but the heading 9903.88.69 text stored here runs only through November 9, 2026. If the goods enter after that date and no new extension is published, the List 3 heading text adds 25% of the value, so a USD 100,000 entry carries USD 25,000 more than the quote assumed.
The fix is to either bring the entry forward or reprice the order now, and to have your broker confirm the product matches the exclusion text before you rely on it. A miss on this page means none of the 178 exclusions names that code, which is not a statement about any other duty on the line.
Base duty for a chemical line is on the China duty list, and anti dumping cases for a pasted list of codes are on the US AD HTS list.
Source: HTSUS chapter 99, Revision 19 (2026), U.S. notes 20(vvv) and 20(www), read from the USITC chapter 99 file on 2026-09-27, and the extension in the Federal Register notice of 1 December 2025. Heading rate text is from the USITC heading 9903 export dated 2026-09-26. This page is information for planning and is not customs advice.
Frequently asked
Does a matching code mean my goods are excluded?
No. Each exclusion covers only the product its text describes, such as sodium metal in bulk solid form. The statistical number tells you where that product is classified, and other goods sit on the same number. Read the text against your product, then confirm with your broker.
When do the exclusions end?
The heading 9903.88.69 text stored here says entries through November 9, 2026, and heading 9903.88.70 says the same. After that date the exclusion is gone unless the U.S. Trade Representative publishes another extension.
What duty applies once the exclusion ends?
The page prints the rate text stored for the Section 301 heading each list sits under, such as the duty provided in the applicable subheading plus 25% for heading 9903.88.03. It does not add the newer 2026 Section 301 actions, anti dumping, or any other duty to that line.
Why can I only run three codes?
Three codes are free, so you can see the report before you pay. Paid plans start at USD 59 a month and run up to 50 from a paste or a CSV, then let you copy the report for your broker.
