Quzhou is China's fluorochemical capital, anchored by Juhua Group, the largest fluorochemical complex in the country. Juhua's integrated chain runs from fluorspar (CaF2) imports plus domestic fluorspar through hydrogen fluoride (HF, HS 281111) to refrigerant gases (R134a, R32, R125, R410A blend, the fourth-generation HFC family that replaced ozone-depleting HCFCs under the Montreal Protocol), fluoropolymers (PTFE, FEP, PFA, PVDF for high-temperature and chemical-resistant applications), and increasingly lithium hexafluorophosphate (LiPF6, the dominant lithium-ion battery electrolyte salt). The park's strategic positioning has shifted dramatically since 2020 with the EV battery boom; Juhua announced 12,000 t/yr LiPF6 capacity expansion at Quzhou in 2022, making the city one of the global hubs for battery-electrolyte chemistry. Two operator-distinct points. First, the Kigali Amendment to the Montreal Protocol (effective 2019) caps HFC production by year, and Juhua's HFC quota allocation is the binding constraint on refrigerant exports; merchant-export availability of R32 and R125 is rationed by quota. Second, fluoropolymer chemistry from Quzhou supplies high-purity grades for semiconductor wet-process and high-end aerospace applications; the Chinese fluoropolymer market is increasingly export-oriented as domestic Chinese chip-fab capacity matures.
