What is the US duty on copper oxide from China?

The USITC extract imported on 25 September 2026 does not use the words copper oxide as one line. Cupric oxide, HTS 2825.50.10.00, stores 4.3 percent general and 31 percent other. Cuprous oxide, HTS 2825.50.20.00, stores 5 percent general and 39.5 percent other.

This page does not collapse those lines. The special-rate text does not name China. There is no footnote on either line. HTS 2825.50 stores no rate. Additional duties are blank, so this file does not store a Section 301 percent. The anti-dumping file dated 16 May 2026 has no heading 2825 row. These figures are not a China total. This page is the United States file only. It does not state an Australian duty or a ChAFTA percent.

Rates stored on the copper lines

Source: USITC Harmonized Tariff Schedule export, updated_at 2026-09-25T11:27:06.251Z, from hts.usitc.gov exportList chapters 28 to 39. The public schedule is at hts.usitc.gov. Both oxide lines store the unit kg. Neither has a footnote. The special-rate text on each is Free (A,AU,BH,CL,CO,D,E,IL,JO,KR,MA,OM,P,PA,PE,S,SG). That text does not name China. Confirm the line before you quote. Section 301 stays on the USTR Section 301 page.

HTS Description General rate Additional duties
2825.50 Copper oxides and hydroxides blank blank
2825.50.10.00 Cupric oxide 4.3% blank
2825.50.20.00 Cuprous oxide 5% blank
2825.50.30.00 Copper hydroxides 3.9% blank

The other column is not shown. It does not apply to goods of China.

Heading 2825 stores no rate. The parent copper line stores no rate. Cupric oxide is not 5 percent, and cuprous oxide is not 4.3 percent. Copper hydroxides are not either oxide. Nickel oxides and hydroxides, HTS 2825.40.00.00, store Free and Free. That is not a copper rate. Lithium oxide and hydroxide, HTS 2825.20.00.00, stores 3.7 percent and 25 percent. The answer for that different line is on US duty on lithium hydroxide from China. The footnote See 9903.90.08 is on HTS 2825.60.00, not on the copper lines. This page does not price that note, and it does not treat 4.3 percent or 5 percent as a China total.

The anti-dumping file, updated_at 2026-05-16T23:32:23.566Z, has no heading 2825 row. That gap is not a finding that no order exists. Check ACCESS before you treat it as a clearance.

A list of codes, three free and up to 50 on Pro, is on the China duty list. Subscribe for the longer list and the copyable report. A rate there is shown only when the file stores it.

Does 4.3 percent include a China program?

No. The special-rate text on cupric oxide is Free for a list of programs, and that list does not name China. This page does not treat 4.3 percent as a China total, and it does not add a Section 301 percent. The same is true of the 5 percent on cuprous oxide.

Is copper hydroxide the same line?

No. Copper hydroxides, HTS 2825.50.30.00, store 3.9 percent general and 32.5 percent other. That is not cupric oxide and not cuprous oxide. This page does not copy 4.3 percent or 5 percent onto the hydroxide line.

Does the 9903.90.08 note sit on these lines?

No. The copper oxide and copper hydroxide lines have no footnote. The note See 9903.90.08 is on HTS 2825.60.00, germanium oxides and zirconium dioxide, not on copper. This page does not price that note.
