Every code in this file is 8 digits. 28041000 is stored as Hydrogen, sector Hydrogen. 31021010 is stored as Urea, N content > 45 % by weight of dry anhydrous product, sector Fertilisers. 29023000 is not an exact code in this snapshot.
A shorter code is not expanded. 3102 is not treated as both urea lines. The file header stores a transitional start of 2023-10-01 and a definitive start of 2026-01-01. It does not store a certificate price or a default emissions figure.
