AICIS annual declaration: due 30 November 2026
Every importer or manufacturer of industrial chemicals that must be registered with AICIS has to submit an annual declaration for the 1 September 2025 to 31 August 2026 registration year by 30 November 2026.
The declaration confirms that every chemical you introduced in that year was authorised under sections 25 to 30 of the Industrial Chemicals Act 2019. It is mandatory, and it is separate from your registration and your record keeping.
Due 30 November 2026.
The short version
- Due
- 30 November 2026
- Covers
- Chemicals you imported or manufactured from 1 September 2025 to 31 August 2026
- Who
- Every introducer that must be registered and introduced chemicals for commercial purposes, including cosmetics importers, soap makers and small volumes
- Where
- AICIS Business Services, Annual Declaration tile
- Who submits
- The business itself. An agent or consultant cannot submit it for you
- Imported nothing
- Select "Did not introduce" in the portal
Finished products count too
Importing only finished, packaged goods does not take you out of it. AICIS says you still have to submit if your goods contain chemicals with an industrial use, and it names cosmetics, cleaning and personal hygiene products, automotive, construction and building products, and plastics.
The usual miss is an importer of a finished product, such as a cleaning concentrate or a pigment masterbatch from China, who assumes the paperwork sits with the supplier. The declaration is yours, and AICIS says an agent or consultant cannot submit it on behalf of a business.
The six categories you tick
The form asks you to tick every category that applies to what you introduced. Each category has a legal definition, and ticking one states that you checked the chemical met its criteria.
- Listed
- Exempted
- Reported
- Assessed
- Commercial evaluation authorisation
- Exceptional circumstance introductions
If you tick Exempted, you also tick each type of exempted introduction that applies, such as very low risk introductions, polymers of low concern, chemicals solely for research and development, or chemicals imported and then exported. Some exempted types also need a once-off exempted introduction declaration, and AICIS sets its deadline at 30 November as well.
Work out each chemical's category before you open the form
- List every chemical you imported or manufactured between 1 September 2025 and 31 August 2026, including the chemicals inside finished products, with a CAS number for each.
- Check each CAS number against the AICIS Inventory. Sourzi's AICIS CAS list runs three free against its stored snapshot, and the Import Card puts the Australian register, duty and anti dumping rows for one chemical on a single page.
- For a chemical on the Inventory, read its entry in full before you tick Listed. A listed introduction has to stay within any conditions in the chemical's Inventory terms of listing, such as a defined scope of assessment or conditions of introduction or use.
- A chemical that is not on the Inventory has to fit another category, such as exempted, reported or assessed. AICIS's Categorisation Guide walks through the criteria for each one.
- Keep the working with your import records, because ticking a category states that you checked it.
Submit it in six steps
- Log on to AICIS Business Services and open the Annual Declaration tile.
- Click "Submit annual declaration" next to the registration year.
- Tick every introduction category that applies, and each exempted type if you tick Exempted.
- Tick the boxes confirming your introductions were authorised under sections 25 to 30 of the Industrial Chemicals Act 2019 and that the information is true, correct and complete.
- Enter your name and job title.
- Click Submit.
If you did not introduce any chemicals in the year, select "Did not introduce" in the portal instead.

Frequently asked
When is the 2026 AICIS annual declaration due?
By 30 November 2026, for the industrial chemicals you imported or manufactured from 1 September 2025 to 31 August 2026.
Can my customs broker or a consultant submit it for me?
No. AICIS says an agent or consultant cannot submit the annual declaration on behalf of a business, so someone in your business has to submit it.

Yes, when the goods contain chemicals with an industrial use. AICIS names cosmetics, cleaning and personal hygiene products, automotive, construction and building products, and plastics.
What if I did not import anything in the year?
Select "Did not introduce" in AICIS Business Services instead of ticking introduction categories.
