CCFTA and the Form F advantage
The China-Chile Free Trade Agreement entered force October 2006 and is one of China earliest FTAs. The agreement has been upgraded twice (2008, 2017) to broaden the goods coverage and tighten origin rules. As of 2026, the vast majority of chemical HS codes ship Chile-bound at 0% preferential tariff under Form F, versus 6% MFN. The duty saving on a typical 35,000 USD chemical container is around 2,100 USD per shipment; on regular trade flows of 20+ shipments per year, that is 40,000+ USD per year of duty saved per buyer.
Origin determination under CCFTA uses a slightly different mix from ACFTA. The default RVC threshold is 40 percent for most lines but 50 percent for some sensitive sectors. Change-in-tariff-classification (CTC) at the heading (CTH) or sub-heading (CTSH) level applies to other HS codes. For chemicals, RVC40 is by far the most common applicable rule, since chemical synthesis in China typically adds well above 40% value to the input materials.
CCPIT is the China-side certifying authority. The exporter prepares the Form F draft (using a tool like this one), gathers supporting documents (commercial invoice, BL, RVC working sheet for RVC-rule lines), and submits to CCPIT. CCPIT verifies the origin claim and stamps the official Form F. Chile customs accepts the stamped Form F and applies the preferential tariff on the corresponding HS lines.
For chemical buyers in Chile, Form F is mostly automatic on routine flows because the supplier handles the CCPIT submission. The buyer side just needs to ensure the supplier knows that Chile destination triggers a Form F requirement; without it, the cargo enters at the higher MFN rate and the buyer pays the duty difference.
Worked example. TiO2 to Santiago
The booking. A Sichuan supplier ships 25 tonnes of titanium dioxide rutile (HS 320611) to a paint manufacturer in Santiago. Chile MFN tariff for HS 320611 is 6%; CCFTA preference is 0%. On 50,000 USD cargo value the duty saving per shipment is 3,000 USD.
The work. Supplier prepares Form F with origin criterion RVC40 (rutile is produced in China from imported ilmenite via the chloride or sulphate process, the chemical synthesis adds well over 40% value). RVC working sheet shows FOB 50,000 USD, non-originating ilmenite cost about 12,000 USD, RVC = (50,000-12,000)/50,000 = 76%. CCPIT stamps the Form F. Chile customs applies 0% tariff; buyer saves 3,000 USD this shipment.
The fix. Standing Form F flow on every shipment to Chile. The supplier prepares the draft, CCPIT stamps within 1 to 2 business days, the certificate ships with the BL. The buyer pays no duty at the import port. Annualised across 20 shipments: 60,000 USD of duty saved on what would otherwise be a 6% Chile MFN charge.

What is Form F?

What rules of origin apply under CCFTA?
Two main rules. Wholly obtained or produced (WO) for unprocessed natural goods. Substantial transformation for processed cargo, expressed as either change in tariff classification (CTC) at heading or sub-heading level, or regional value content of 40 to 50% depending on the HS code. The CCFTA PSR table specifies which rule applies per HS code.

China Council for the Promotion of International Trade is the certifying authority for Form F on China-origin goods. The exporter prepares the Form F draft, supplies supporting documents (commercial invoice, BL, RVC working sheet for RVC-rule lines), and CCPIT stamps the official certificate.
