SGS Pre-Shipment Inspection

Independent third-party inspection conducted by SGS (Société Générale de Surveillance), or comparable bodies like Bureau Veritas and Intertek, at the factory before a chemical or industrial cargo is loaded for export. Verifies quantity, packaging, labelling, and conformity to the agreed specification.

A pre-shipment inspection is an independent third-party check at the factory before the cargo loads. SGS is the largest of the three major bodies and the name has become shorthand for the service across the trade, but Bureau Veritas, Intertek, and TÜV all offer equivalent services and any of the three is acceptable. The point is not the brand, it is the third-party independence.

What the inspector actually does

A standard chemical pre-shipment inspection covers six things:

  1. Quantity verification. Counts drums, IBCs, pails, or cubic metres against the packing list.
  2. Packaging integrity. Inspects each unit for damage, leaks, dents on metal drums, swelling on plastic IBCs.
  3. UN packaging certification (DG cargo). Confirms each container carries the correct UN code stamp for the packing group.
  4. Label compliance. Verifies hazard labels, drum markings, batch numbers, and shipper / consignee information match the documentation.
  5. Sample collection. Draws a sample from a statistical subset of the production batch for laboratory verification, assay, moisture content, residual solvents, heavy metals, whatever the spec calls for.
  6. Loading supervision. Witnesses the cargo loading into the container, seals the container, photographs the seal number, and includes the photographs in the inspection report.

The inspection report and the lab certificate together constitute independent proof that the cargo loaded matches the specification, the documentation, and the COA.

What it costs

Industrial-chemical pre-shipment inspections typically cost USD 250 to USD 800 per booking depending on quantity, scope, and whether laboratory analysis is included. For a single 20-foot container of bulk chemicals the cost is normally USD 350 to USD 500. Bureau Veritas and Intertek tend to price slightly below SGS for routine work; SGS commands a premium for accreditation and global brand recognition. The price difference is usually too small to matter, pick whichever has the strongest local presence at the factory’s region.

When inspection is the right call

For our shipments, pre-shipment inspection is standard on every order without exception. The reason is asymmetric cost: a clean inspection costs USD 400. A failed shipment that arrives at the destination port out-of-spec costs the cargo value plus demurrage plus replacement freight plus the customer relationship, often six figures on a single container. The inspection is the cheapest insurance available.

The argument against routine inspection is “we trust the factory”, and after twenty years of running this we still have not found a factory we trust enough to skip inspection. Even the best factories have bad batches.

What the inspection report must include

Demand these items in the report, by name, before paying the inspection invoice:

  • Inspection date, factory name and address, batch numbers covered
  • Container number, seal number, photographs of the sealed container
  • Photographs of representative drums or IBCs showing the labels
  • Quantity verification result (e.g. “80 drums of 200kg net, weighed and counted, in agreement with packing list”)
  • Packaging condition assessment
  • Sample collection statement (number of samples drawn, where stored, lab assigned)
  • Lab certificate appended (when assay is included in scope)
  • Inspector’s signature and certificate number

A report missing any of those items is a half-inspection. Reject it and demand the rework before the cargo sails.

Inspection scope and what we typically request

The standard SGS pre-shipment inspection scope for a Chinese chemical cargo includes container loading verification, sample drawing for lab analysis, packaging integrity check, label and marking verification, and a signed report. Add-on services include container weight verification (matters for caustic soda and other dense cargoes), DG packaging compliance inspection (for hazardous cargo), and full lab assay against the COA (matters for high-value or first-supplier cargoes).

Pricing for the standard scope at a Shanghai or Qingdao port is USD 600 to USD 1,200 per container depending on cargo type and report depth. The full lab assay adds USD 200 to USD 600 per cargo. For volume buyers running multiple containers per month, SGS offers programme pricing that reduces the per-container cost by 15 to 25 per cent.

SGS versus alternatives in the China-export market

SGS is one of the three major TIC (testing, inspection, certification) providers globally; the other two are Bureau Veritas and Intertek. All three have strong Chinese coverage and similar service quality for chemical inspection. SGS has historically had the largest Chinese laboratory network and is often the default for buyers who want broad geographic coverage from a single provider. Bureau Veritas is comparable on quality and sometimes prices slightly below SGS. Intertek has stronger coverage in southern China (Guangdong, Fujian) and is often selected for cargo originating in those regions. Cargill’s inspection unit and TÜV Rheinland are smaller players with niche specialisations. For most chemical buyers, the choice between SGS and Bureau Veritas is essentially a coin flip on price and relationship; both deliver acceptable inspection quality.

COA is the factory’s quality certificate. The SGS inspection is the independent verification that what is in the drums matches the COA. MSDS is the safety data sheet, also verified during inspection.
